I know that headlines are designed to get readers, buy don't you think they should also be accurate? The use of "regulated" in the context of corporations leads one to the direct conclusion that McCain is calling for the government to set CEO pay.
That is not what he said.

"Approval" and "regulate" are two separate words with different meanings. You would think that Reuters reporter and editor, who you would think are familiar with the English language, would know that.
And thinking that, you would believe that the purpose of the headline was to misinform.
