Why didn't Obama act??

One of the theories floating around is that Obama expected the Muslim terrorists to capture our Ambassador and the other Americans.

Obama would then trade the Blind Sheikh, Omar Abdel-Rahman, for them and claim a foreign policy victory.

That's about the only thing that explains his lack of actions.
